I’m way down on the South coast of England, so can’t give recommendations, but I have done a lot to clear my house, and alter my mental outlook.
I much prefer the gentler method of clearing I have used to the sort of thing seen on TV or online. It has also proven to be far more cost effective – even lucrative, as I have disposed of things with no monetary value – out of date text books and disintegrating old shoes for instance, but have been finding and making things to sell which has made a real difference to my financial situation.
Many treasured items have been brought out of the piles, whole rooms have been reclaimed.
I started by buying a roll of small rubbish bags and each morning I filled one, took it to the bin , then I cleaned the kitchen sink and did one more thing.
As Sun Tzu advises in the Art of War – choose where to fight your battles, divide your enemies, attack the weakest places.
Can you do anything to change things yourself?
If you just want someone to come and clear everything out there are lots offering house clearance in Scotland if you Google. But if you are looking for hoarding help these people are supposed to be genuine. https://life-pod.co.uk/help-support/
